Often times, government officials will do things to keep panic down to a minimum. One fascinating fact that they have done with Ebola is to hide and conceal the true numbers of just how many is infected.  When looking at WHO's statistical data maps and investigating the rumors that they might be doing this I have found a few things that more than confirm this.  

Perhaps one of the most interesting evidence is that you can not have hundreds of people laying dead in the streets of one city and have such a small amount of cases being listed. So the statistical data they list is actually from a single village area. They of course were caught admitting to hiding the actual data and their excuse was that they were doing it to prevent panic.

Sadly, their openness concerning issues that are of vital consequence are for the most part as closed as a sub 300 feet under water.  In short, they just got around to declaring an emergency and as everyone knows this is usually the last thing that happens before they start telling people to die in an orderly fashion.

Yes, sometimes fear can cause problems, but when correctly directed can prevent problems.  For example a doctor or nurse being fearful enough to not take off their mask while inside an isolation tent that has an Ebola patient nearby
